1. Chromite Beneficiation Plant Muslim Bagh / Khanozai (project under Implementation)

This project is related to setting up a Common Facility Center of Chromite Beneficiation Plant to enrich the Chromite content of the ores, liberate them from unwanted rock material and other minerals and eventually separate the final product into uniform grain sizes. In other words, the purpose of beneficiation is to render the ore physically and chemically suitable for further treatment.

Currently the raw ore is transported to Karachi and it is refined in the beneficiation plants located there. This means the impurities in the ore are also transported to Karachi, thus increasing the transportation costs. Having a plant in Balochistan, near to the mines, would mean that the impurities get treated at the source and only the end product is transported. This will give savings to the plant owners in the form of low transportation costs & profit through the value added product.

The plant will upgrade the low category Chromite and thus will provide a uniform standard of material. With the value addition activity being carried out in Balochistan, the stakeholders in the value chain will be getting higher returns for their input. This will improve the cash inflow in this sector, thus increasing the importance of the sector. Once this is achieved, the stakeholders will start improving the current uneconomical mining practices being carried out in the industry.


2. Women Business Development Center, Quetta (WBDC)(Approved PSDP Project)


The women of Pakistan in general and of Balochistan in particular have tremendous dexterity and deftness in handicraft and textile, apparel designing and service sector. These are in general, small scale business due to limitation of facilities, provision of women business incubation center would bridge the gape by providing business consultation service inclusive of business idea development, financial arrangement, marketing support, enterprise development through training and complete office facilities on nominal charges. MoIP has approved a PSDP Project amounting to Rs. 58.08 million for the establishment of the center at Quetta.

3. Third Party Facilitation Center, Quetta (TPFC)

Considering nature of various legal problems faced by the SMEs, Third Party Facilitation Center was initially established with support of “Ithad-e-Tajiran”, and later with “Markazi Anjuman-e-Tajiran” at the premises of their Associations. The project formulation is focused upon increasing Service Facilitation to SMEs through bridging the gap between the SMEs and service providers. 183 walk-ins have been facilitated at the centre since its inception and 15 companies have been incorporated through the intervention of the SMEDA Balochistan’s Panel Lawyers.

4. Establishment of Model Floriculture Farms and Floriculture Online Marketing Infrastructure

The aim of the project is to introduce floriculture business as a potential source of earnings to the farmers. The project aims at bringing investment towards floriculture industry through the provision of information, advice, education and training. The project is designed to be successful through introduction of necessary support systems such as auction markets, cold storage, and Information Technology (IT) Infrastructure.

The project will be implemented by Balochistan Horticulture Cooperative Society and Balochistan Floriculture Association with a matching grant support of Agribusiness Support Fund (ASF). Proposal for the Eight Model Farms was prepared by SMEDA and submitted by the Association to ASF. Initially in the first phase Eight (08) Model farms have been established in Balochistan.

The second phase of the project focuses on the establishment of the Flower Market at Quetta and IT infrastructure to provide online information regarding the quantity traded and the local market prices prevailing at Karachi, Quetta and Pattoki/Lahore. In addition to providing price information on daily basis, the website will provide ready and real time information to the flower producers/dealers on the prevailing national and international prices and price trends, expert knowledge on different ways of producing various varieties of flowers and handling them.

5. Establishment of Milk Collection and Chilling Center at Pishin

Pishin area located at a distance of about 50 kilometers from Quetta possesses a large number of dairy animals specially crossbred cows yielding almost double the quantity of milk which needs to be tapped for processing. To develop the dairy industry in Pishin area an MoU has been signed between SMEDA, Balochistan Rural Support Program (BRSP), Center for Advanced Studies in Vaccinology and Biotechnology (CASVAB) and Livestock Department, Government of Balochistan based on this MoU a project for Milk Collection and Chilling Center has been approved and established by Competitiveness Support Fund (CSF). As per MoU training component of the project will be taken care of by SMEDA, Balochistan.

6. Report on Potential of livestock by-products in Balochistan

Though animals are slaughtered primarily for their meat for human consumption, it has been estimated that humans directly consume only 68% of a chicken, 54% of a bovine animal and 52% of a sheep or goat & the remaining part is considered as by product; These by products can be consumed or utilized for the various purposes but are mostly wasted due to lack of awareness and required facilities/ technologies. There are numerous livestock by-products which are produced in the province but unfortunately these are not utilized to its optimal potential. This report highlights different potential uses of livestock by products in terms of value addition.

7. Report on Balochistan’s Potential in Medicinal Herbs Sector

The report was prepared to analyze Balochistan’s potential in commercial medicinal herbs farming. Currently more than 90% of such species are being imported for different medicinal uses. The report was prepared to highlight the business potential for existing horticulture and agriculture farmers to capitalize this opportunity. The report covers the introduction of medicinal herbs, it’s most common uses, characteristics, issues/problems being faced by this sector, support organizations with their roles, suggestions and recommendations given by various private and public sector stakeholders.

8. Report on Alternative Energy (Bio Fuel)

World demand for energy is rising day, by, day of which Pakistan is not the exceptional. According to energy security action plan (planning commission GoP), to sustain the current level of GDP growth around 6 percent, it is expected that the demand for energy will be growing in double digits. In order to carry out situation analysis a team of professionals from SMEDA Balochistan, conducted a survey, collected secondary data through a thorough research, interacted with number of organizations and academia. The analysis concludes that the most feasible way to cope with this problem is to switch our attention towards the renewable resources just like Biodiesel through cultivation of suitable plants including Jatropha in Balochistan. Oil Marketing companies are recommended to be involved in plantation, establishment of collection centers and processing units.

9. Diagnostic Study on Boat Manufacturing Industry

The fisheries sector in Balochistan is the major source of employment for people residing coastal belt, this include fishermen and other associated businesses such as boat building and net manufacturing. Boat/vessel/launch is one of the most important aspects of fishery, local fishermen use locally made boats/launches for their catches. This industry is labor intensive and many people are earning their livelihood from boat manufacturing; today at Gwadar approximately 200 people are associated with this industry. Locally produced boats and launches are durable and long lasting. Boat building industry at Gwadar comprises of both new boats manufacturing and repairing and renovations of old ones, but they fetch maximum chunk of revenue from renovation and repair of old and used boats and launches.

The study presents an over view of the boat building industry at Gwadar, technical details of different types of boats produced in the area, SWOT analysis and recommendations for the development of this important industry.

10. Urdu Translation of Mining Concession Rules

In order to provide easily understandable information to the mining sector investors/ stake holders for the growth & development of the mining sector, SMEDA Balochistan translated the following mining laws into Urdu, which will help the general public and stake holders to understand the laws relating to mining industry more comfortably: It is expected that this will provide greater ease & comfort to mining operators & investors of Balochistan in their decision making and promote the growth and development of sector in Balochistan. Title of the Translated Documents are:

11. Balochistan Coastal Belt Tourism Sector Analysis Report

The report analyses Balochistan Coastal Belt and identifies the potential for coastal tourism related business activities. It also unleashes the hidden/un-known sites and locations that could be utilized for such business activities. The theme of the report is to start the initiation process of promoting tourism and travel activities on Balochistan Coastal Belt in order to uplift the economic conditions of the local people and in general to increase business activities in the region.

12. Balochistan Livestock Sector Analysis Report and Strategic Recommendations

In Balochistan contribution of livestock is estimated to be more than 40% towards agriculture share which in turn contributes 52% share in the province GDP. Given the importance of livestock in the provincial economy a comprehensive report has been developed for the analysis of livestock sector in Balochistan. The report also provides strategic recommendations for the development of the sector. Private sector development is the major focus of the strategy coupled with the development of public sector.

13. Balochistan Floriculture Sector Development Strategy

The purpose of this document is to provide a strategy for the development of a competitive and sustainable floriculture sector in the province with objective to generate income of rural poor by providing employment opportunities through agribusiness sector. To achieve these objectives the agribusiness sector has to be restructured and institutions related with the sector needs to be established and reorganized where possible.
