Re-Invitation Of Pre-Qualification Notice - PROJECT: Preparation Of Feasibility Study For Production Of Electricity, Water & Flake Ice At Karachi Fish Harbour (Consultancy Services Required)

1. Karachi Fisheries Harbour Authority (KFHA) invites offers for Pre-qualification of Consulting Firms, specialized in preparation of Feasibility study related with production of Electricity, Water and Flake Ice projects.

2. KFHA's main objective is to provide basic facilities and infrastructure at Karachi Fish Harbour, to make the fishery industry globally competitive with increased share in the international market and achieve economic self-reliance. Thus, KFHA intends to produce Electricity 10 MW, Water 05 MGD, and Flake Ice 700 TPD at Karachi Fish Harbour. The scope of work includes;

a) Site survey, soil investigation, subsoil water analysis, seawater analysis with detailed report.

b) Work out present and projected demand of electricity, water and flake ice.

c) Suggest land use w.r.t. electricity, water and flake ice as per availability of land.

d) Selection of Technology to match the precise requirement

e) Work out cost of plant & equipment

f) Work out cost of individual products

g) Preparation of a financial model for the tenderers / financers

h) Timetable for implementation of the project

i) Submission of final project report with recommendations

j) Preparation of Tender Documents including but not limited to; description of project, instruction to tenderer, technical specifications, conditions of contract, drawings, etc.

k) Criteria for pre-qualification of tenderers, evaluation of bids and terms for award of contract.

l) Assistance in contractor’s pre-qualification and floating of tenders

m) Assistance in scrutiny of tenders with comparative statement, tender report and recommendations

n) Preparation of purchase / financial agreement with the successful bidder.


3. Experienced consulting firms single / joint venture with substantial international experience in related field, wishing to be considered for the above mentioned assignment may apply giving information in para-4 below.

4. The intended firms (local / foreign joint ventures) should provide the following information, which will be the criteria for pre-qualification.

a) Full name of company/firm and address of head office where correspondence would be directed.

b) Full particulars, organizational set-up along with the firm's brochure.

c) Experience in similar projects with complete details.

d) A brief pertaining to in-house capabilities (equipment & technical knowledge) and resources for field studies.

e) Bio-data of principle engineers and key personnel with particular reference to number of relevant projects in both Pakistan and abroad.

f) Works in-hand and their completion dates indicating previous/present clients and size of financial outlay.

g) Certified copy of last five years balance sheet including statement of financial standing with necessary band certificate.

h) Certificate of registration (of both local and/or international consulting firms) with Pakistan Engineering Council.

i) Details in respect of litigation or arbitration cases, if any and its results thereof.

j) Affidavit that the firm has never been black listed by any government/semi-government/autonomous body.

k) Any other information the Consultants consider relevant.


5. The consultancy services assignment shall be awarded based on fees payable in Pak Rupees only.

6. The short-listed firms will be issued detailed terms of reference for the assignment and other relevant information.

7. The applications along with required supporting data indicated in Para-4 above should reach the office of Managing Director, KFHA at the address given below, latest by June 17, 2008 after which no application will be entertained.

8. This Pre-qualification notice can be seen on the websites of Government of Pakistan (PPRA), Government of Sindh & SMEDA.

9. KFHA reserves the right to accept or reject any or all proposals without assigning any reason thereof. No claim whatsoever in this respect shall be entertained
